Mangaung Metro Launches Electronic Building Plan Submission System
The Mangaung Metropolitan Municipality is pleased to announce the official transition from manual to electronic building plan submissions and inspection requests, marking a significant milestone in the modernization of service delivery within the Building Control environment. From 6 May 2026, the Municipality will introduce an online digital platform, AFLA BPAMS, which will enable applicants to submit building plans electronically.
This initiative forms part of a broader strategy to improve operational efficiency, reduce administrative delays, and enhance transparency in the building plan approval process. The electronic submission system will streamline internal operations by reducing paper usage and physical storage requirements while allowing faster circulation of plans between key departments, including Building Control, Town Planning, Centlec and Fire Safety. Applicants will benefit from the ability to submit plans remotely, upload supporting documents digitally, make online payments and track the progress of applications in real time. The system will also enable
users to request foundation, sewer, and occupancy inspections online.
