Annual Budget 2026/2027 MTREF & outer 2 Years 2027/28 – 2028/29 and Budget related documents
Section 53 of the MFMA requires the mayor of a municipality to provide general political guidance over the budget process and the priorities that guide the preparation of the budget. In addition, Regulation 4 of the Municipal Budget and Reporting Regulations (MBRR) states that:
1) The mayor of a municipality must establish a budget steering committee to provide technical
assistance to the mayor in discharging the responsibilities set out in section 53 of the Act.
2) The steering committee must consist of at least the following persons:
a) the councillor responsible for financial matters,’
b) the municipal manager;
c) the chief financial officer,’
d) the senior managers responsible for at least the three largest votes in the municipality,’
e) the manager responsible for budgeting,’
j) the manager responsible for planning; and
g) any technical experts on infrastructure
The city has an established Budget Steering Committee (BSC) that embodies all the requirements as set out in the MFMA and MBRR. Mangaung Metropolitan, at the hemi of it all, remains committed to winning the hearts and minds of this beautiful city, the city of roses, the Sports Mecca of the Country, where fans would leave it all, to supply and cheer for clubs, unions, professional teams an all, in a hue sense of social cohesion.
This being the fifth and the last budget to be approved by this 6th Council Term of Office, we are
looking back and taking stock.
The city’s vision remains ” …… globally safe and attractive to live, work and invest in”. This vision has been the motivation behind the planning and execution of both the budget and the IDP, through a comprehensive service delivery and budget implementation plan. We have an interest is attracting and protecting the investment made in the city, we have an interest in the livelihood and prosperity of the people of the city, and that a safe city enables growth and investment. This vision is underpinning every decision we have been making, and hence, we have engaged various captains in the businesses that drives the economy of the city, being property owners, those with interest in investing in infrastructure, those in student accommodation, and all these led to the inaugural Investment Summit, Property Indaba, Infrastructure Indaba, and Safe City Indaba.
